The beaty of the land, where the town of Shostka is situated, attracts people for a long time. There were discovered settlements near the town dated by the late paleolithic period, around 15 thousand years.
Settlements of early Slavs were also discovered on the territory of the town.
This area began it’s evolution from Kievan Russia times, so that the town was situated 20 km from Novgorod-Severskiy, an administrative center of Severskiy principality.
In the 16 - 17 century migrants from behind the Dniper began to settle here, because they connected their prosperity with the fertile land, lakes rich in fish and forests rich in fur – bearing animals. Lokotkey village takes it’s origin from that time, the citizens of this village were at the cradle of our town, and now Lokotkey is a part of the town.
A peasant of Lokotkey, who had built the water mill on the river of Shostka, at the place of it’s falling into the beautiful Desna, was a founder of the town. They milled a saltpetre and wood coil here and local peasants produced and sold a gun – powder.

The citizens of Shostka made an important contribution to the victory over the fascists during the Great Patriotic War. Four thousand of our fellow country-man were awarded with orders and medals, five citizens were given the name of the Hero of the Soviet Union. Kozhedub was given this rank three times.

Today Shostka is the modern, comfortable city of regional submission, an administrative centre of area. It is located in 209 kms on the north from the regional center, in a picturesque zone of the Ukrainian Polesye. Territory 35,5 sq. km. The population - 89,2 thousand person. In territory of town there are enterprises of various branches, including 2 - the chemical industry, 3 - mechanical engineering and metal working, 4 - the food-processing industry and others.

Export opportunities of the town can be characterized as a long-term opportunities. During the period of 2002 the enterprises of the town of all types of ownership exported the goods for the total amount of 15305,85 thousand US dollars, import including 629,04 thousand US dollars. For the period of 2003 the expected value of export is 14042 thousand US dollars and import is 7419 thousand dollars.

Rather developed market infrastructure provides functions of economy of the town and it’s social sphere. It includes 8 branches of commercial banks, 2insurance companies, 2 advertising companies, 1 product exchange, 1 auditor company, 1 business center.

Provision of town water resources is carried out from artesian chinks, the industrial enterprises are supplied basically due to use of waters of the river Desna and submission on water magistral Spolnoe - Shostka. On the average on water- cube moves about 7000 сubic meter of water per year, that completely provides needs of city for technical water. The centralized system of external water supply covers more than 97 % of consumers and includes 35 underground water-fences, 4 pump stations, about 160 kms of pipelines. All microdistricts of town have the centralized water drain. The city on 93,5 % use natural gas, gas moves on two independent gas mains. All large industrial enterprises use gas.

In 1708 Peter the first, who stayed in the neighboring Voronezh village, gave an order to organize a point for saltpetre collecting here for the gun power plants of Russia. This determined a destiny of a region. In 1739 gun powder plant was built according to the order of tsar’s senate near the mill. Need in gun powder increased from year to year, particularly during the period of Russian-Turkish War and then during the period of the Patriotic War 1812. Workers of the plant received an acknowledgement in person of Kutuzov for the regular supply of the Russian Army. During the period of the Crimean War the production volume of the gun-powder increased 6 times. The town became a powerful industrial center. They began to deliver saltpeter for production needs from 19 towns and villages of the left-bank Ukraine. In 1848 a percussion plant (now state plant “Impuls”) manufactured it’s first product. Building of cine and film factory in 1931 determined the future development of Shostka (joint-stock company “Svema” now). Chemical-technologic institute was organized for preparation of the personal. Building construction and social sphere began to develop quickly. The leading enterprises are: joint stock company”Shostka milk processing plant”, state plants “Zvezda”, “Impuls”, joint stock company “Shostka chemical reactants”, joint stock company “Polesye” (former meat-packing complex), joint stock company “Shostka bread baking complex”.Small and averaged business received a high rate of development. In sphere of small business in town works over 300 enterprises, including 35 - industrial, 3 - processing agricultural products, 13 - building, 183 - engaged as trade and public catering, 7 - carry out operations with the real estate. In small enterprises it is occupied about thousand person. Besides with private business it is occupied about 1,5 thousand businessmen - physical persons that makes 9 % from an aggregate number working in all branches of economy of town. Town is situated near the main transport highway and railway stations. On distance of 40 kms from Shostka there passes a highway Kiev - Moscow, and in 12 kms - the railway of a direction Kiev (290 kms) - Moscow (600 kms). Shostka has a rich mass media market including printing and electronics facilities, that are engaged not only in the town but have a regional influence on the North of Sumy region and carry out marketing and advertising. The special mode of investment activity established for town, enters tax and customs privileges for the subjects of enterprise activity registered in territory of the town of Shostka who realize in territory of town in accordance with contracts with executive committee in priority kinds of economic activities investment projects in the budget cost equivalent and not less: 500 thousand US dollars - in construction, processing of waste products, manufacture of the electric power by thermal power stations, manufacture and distribution of heat; above 1 million US dollars - in manufacture of machines and the equipment, powder metallurgy, chemical manufacture, oil refining. To subjects of a special mode of investment activity the special legal regime is applied and privileges are given. They are released{exempted}: From payment for the period before delivery of object of investment in operation, but no more than for five years, the import customs on raw material, materials, the equipment, equipment and accessories to them (except for underexcise goods) and the tax to the added cost - the equipment, equipment and completing products to them (except for underexcise goods); For three years from the taxation of the profit received from realization of investment projects, and with 4 for 6 year the taxation is carried out under the rate of 50 % to the current rate of the taxation. This norm is applied from the moment of reception of the first profit by subjects of a special mode of investment activity in preferential territory. The gross revenue of these subjects with the purpose of the taxation does not include the received sum of investments as means, material assets and non-material actives, including legalized on territory of Ukraine copyrights, rights on the inventions useful to model, industrial samples, signs for the goods and services, a know-how, etc. which cost in convertible currency is confirmed according to laws (procedures) of the state - the investor or the international trading customs, and also an expert estimation in Ukraine; From a payment for the ground during development of the ground area (a lay-out of territory, arrangement of an infrastructure, etc.), certain by the investment project, but no more than for 5 years.
